Publication - MARIAGE Florian, Bailli royal, seigneurs et communautés villageoises

Le Tournaisis, entre le XIVe et le XVIe siècle, n’est qu’une poussière à l’échelle du royaume de France puis, après 1521, des Pays-Bas de Charles Quint. Cette petite province frontalière, parcourue d’enclaves et assez densément peu-plée – environ 15000 habitants au XVIe siècle –, pèse peu dans le rapport de force politique régional qui donne la part belle à la puissante cité épiscopale de Tournai. La soixantaine de paroisses rurales qui la composent est, depuis 1383, réunie en un bailliage royal qui constitue le cadre administratif intermédiaire et exerce la ­plupart des prérogatives régaliennes dans la province. Lors de son instauration en 1383, ce bailliage se superpose et concurrence d’anciennes cours féodale et allodiale du Tournaisis ; il est lui-même doublé par des États provinciaux développés au XVIe siècle pour répondre aux besoins de la fiscalité directe gouvernementale. Au niveau local, les pouvoirs sont extrêmement fragmentés en un panel diversifié de seigneuries, reposant sur des échevinages à variantes multiples. Ceux-ci encadrent des communautés villageoises relativement peu organisées, confinées à une responsabilité et une initiative paroissiale.


Dans les villages du Tournaisis, l’imbrication des cadres seigneuriaux, l’énorme poids politique et économique de Tournai et la forte influence institutionnelle flamande participent à figer dans la diversité les équilibres existants. L’État « moderne » qui se développe à partir de la fin du Moyen âge laisse une très large place aux structures héritées de la féodalité. En Tournaisis, le pouvoir est plus partagé que centralisé, la concurrence institutionnelle davantage horizontale que verticale. À tous les niveaux, il existe une certaine ambiguïté et une souplesse des institutions qui s’adaptent, en fonction des circonstances, répondant tantôt aux exigences de la centralisation gouvernementale, tantôt participant à la promotion et à la représentation des forces locales.
